Pennsylvania Nutrition Education Tracks (TRACKS) is a statewide program that provides Supplemental Nutrition Assistance Program Education (SNAP-Ed) to low-income Pennsylvanians.

FY 2013 SNAP-Ed Guidance includes information about identifying and understanding the target audience on pages 24-26. 

"States should deliver SNAP-Ed in a way that maximizes the numbers of the SNAP target audience reached and the potential for behavior change among them."
